University franchise rules are being tightened, giving the accreditation folder a new role in protecting students, taxpayers and the ancient academic tradition of asking a building to produce its compliance evidence.
The Government announced reforms on 9 December 2025 for university franchising arrangements. Providers with 300 or more students will face mandatory regulation by the Office for Students. That is a serious safeguard. It is also a challenging moment for every folder that believed it had already done enough by being beige.
Franchising allows universities to subcontract teaching to other organisations. At the fictional Bureau of Academic Receipts, administrators welcomed the news by appointing a blank accreditation folder as acting dean of reassurance.

Director of Regulatory Calm Martin Seminar said the system would build confidence. He then asked a lecture theatre to provide three references, a safeguarding policy and a short statement about where it saw itself in five years.
The reforms aim to make sure public money supports proper education. That objective matters. The compliance process, however, has already offered a flowchart with so many arrows that one student asked whether it counted as a new degree.
Some providers will have to meet the same standards as universities or lose access to student loan funding in 2028 and 2029. The folder has taken this personally. It has requested a governance board, a risk register and a lanyard that says “quality assurance”.
A campus receives a careful inspection
Students need clear information, reliable teaching and fair treatment. Those are practical expectations. They become less practical only when every assurance document starts explaining its impact before it has explained what it is.
For now, the new rules promise closer scrutiny of franchising arrangements. One compliance officer has placed the official confidence beside the printer, where it can wait for a document that is technically final but somehow requires another signature.
The folder remains optimistic. Once it has completed six forms about its own existence, it hopes to qualify for a place on the course.
