North Sussex homes have finally escaped a four year bottleneck. The planning system has opened the cupboard and allowed 21,000 properties to discover that progress needs a launch event.
The government says an agreement between government, regulators and industry will let around 4,000 stalled homes proceed. A further 17,000 may follow. Wetlands and wildlife will also receive protection. Thus, one announcement can promise a major building programme while asking nature to remain patient and available for inspection.
North Sussex homes meet the ceremonial key
At the fictional Office for Unlocking Things, official Gloria Folder said the homes had not suffered delay. The phrase “awaiting alignment” had placed four years of inaction in a high visibility jacket and called it progress.
Folder said collaboration supplied the key. Government provided one tooth. Regulators provided another. Industry provided the handle. The partners then formed a committee to decide which end should enter the lock.
The committee will report after it agrees what counts as an end. North Sussex homes can therefore move forward, provided the definition of forward completes its own consultation.
The agreement also protects wetlands and wildlife. Frogs and reeds can welcome this news. So can the small population of documents that has lived inside the planning system since the last property boom.
Every concern will receive a hearing. Staff will record each concern and place it in a folder marked “future unlocking ceremony”. The folder has already requested a larger folder.
The bottleneck receives a plaque
For years, the homes existed in the official imagination as proposals, applications and unresolved shapes on paper. Now they have become homes. The system has discovered that their release deserves a statement, a ceremony and a key large enough to require its own environmental assessment.
The announcement presents 21,000 North Sussex homes as a breakthrough. Around 4,000 can proceed. A further 17,000 may follow after another round of alignment. Wetlands remain protected. Wildlife remains undisturbed. The paperwork has finally located the door.
By the end of the ceremony, officials had unlocked the homes and returned the giant key to the department. It now sits behind the next planning meeting. That meeting sits behind the next consultation. Behind both waits a system ready to tell 21,000 North Sussex homes that they have already arrived.
