NHS Transformation Team gives the org chart a reset

The NHS Transformation Team replaces NHS England’s executive group, giving organisational change more directors, longer titles and fewer verbs.

The NHS Transformation Team has arrived to guide NHS England through its transition, proving that organisational change begins when someone gives the old structure a new name and asks everyone to admire the stationery.

NHS England announced the incoming team on 17 March 2025. It will replace the NHS England Executive Group while the organisation moves into the Department of Health and Social Care. This is not quite a merger. It is an administrative wardrobe change, with the filing cabinets waiting to learn whether they still belong to the family.

NHS Transformation Team turns job titles into machinery

The new structure includes a Financial Reset and Accountability Director and an Elective Care, Cancer and Diagnostics Director. Each title is so comprehensive that it needs its own subheading, explanatory note and small trolley for transporting the nouns.

The chief operating officer and chief delivery officer roles will no longer exist in the transformation structure. The institution has handled their disappearance with great delicacy. It placed the titles in a drawer marked historic accountability, where they can wonder whether they were ever truly operational.

At the Directorate of Helpful Boxes, organisational custodian Tilda Flowchart welcomed the NHS Transformation Team. “We wanted a structure that could carry the weight of transition,” she said. “So we gave it several directors and removed two of the verbs.”

Most colleagues were expected to be in post on 1 April 2025. The deputy chief executive officer would arrive later. This gave the handover a precise date and the foyer a deadline for preparing fresh lanyards.

Bernard Mainspring, chair of the Deputy Cabinet of Sensible Folders, said the arrangement would make responsibility easier to locate. “The old executive group answered the question ‘who is doing this?’” he said. “The new team answers the more modern question ‘which directorate has renamed it?’”

The NHS Transformation Team now has the demanding task of guiding a transition while becoming the clearest evidence that transition is happening. The org chart has updated its arrows. One surviving box has submitted a three year plan to become a director. It is awaiting approval from the director responsible for approving boxes.
