London Housebuilding Proposals Put Planning In A Hurry

London’s proposed housing rescue brings faster planning, levy relief and £322 million, but the paperwork has already requested permission to move.

London housebuilding proposals bring emergency powers, levy relief and an initial £322 million fund. The planning system has responded in its usual style. It has announced that movement is imminent while remaining seated.

The paperwork meets a housing emergency

The package was announced on 23 October 2025. It includes a time limited planning route for schemes with at least 20 per cent affordable housing. It also proposes levy relief and new mayoral review powers.

These are proposals. They need consultation and future guidance. No homes appeared when the announcement arrived. Several diagrams did develop a sudden sense of purpose.

The route aims to speed up development and make stalled sites viable. It may run until 31 March 2028. It may also end when the new London Plan arrives. Someone must first establish which document can open the window.

Iris Bufferstop, a temporary planning clerk, said the machinery had been told to accelerate. She said officials had reduced the waiting time between asking for permission and asking which permission they need.

London housebuilding proposals give urgency a folder

The proposals would give City Hall more power over schemes of 50 homes or more. City Hall could also decide some larger developments. Officials say the approach could cut six months from parts of the process.

The six months have not appeared yet. Officials believe they are inside a consultation document.

The plan also proposes an initial £322 million City Hall Developer Investment Fund. The money aims to get building moving. It will enter the infrastructure pipeline, where reviews escort every pound until it forgets why it left the Treasury.

Developers could receive temporary relief for qualifying schemes. Projects that do not build promptly could face a gain share review. The rescue machinery now has an alarm in case it becomes the next reason for delay.

London needs homes and delay has real consequences. The comic achievement is making urgency look like a committee in a high visibility jacket. The first spade may need permission for the hole, an assessment of the soil and a consultation on whether digging remains the preferred option.
